What Is Project PEACE?
PEACE – Pathways to Economic Advancement & Community Empowerment. Global City Norwich created Project PEACE because investment in community shouldn’t stop at events and programs; it should reach the people, places, and organizations that need it most.
PEACE funding goes directly to nonprofits, community groups, and organizations in Norwich that run programs that improve people’s lives, as well as to the individuals and families who call this city home.
Three Ways PEACE Works
- PEACE Impact Fund: Grants to organizations & nonprofits
- The Anchor Program: Basic needs & workforce support for individuals & families
- Opportunity to Grow: Business & workforce advancement funding
The Impact Fund
The Impact Fund is GCN’s competitive grant program that puts real money behind the organizations already doing the work in Norwich. Through Project PEACE, we award between $5,000 and $30,000 to nonprofits, schools, churches, and government agencies running programs that serve economically and socially disadvantaged residents across our city.
We fund programs focused on three core areas:
Public Safety — initiatives that create safer neighborhoods and communities
Family Support — programs that strengthen and stabilize families
Expanding Opportunity — pathways that open doors for Norwich youth and adults
The first round of applications closed on January 15th, 2026. Stay tuned for the next opening.

The Anchor Program
The Anchor Program provides flexible funding for emergency assistance to individuals and families experiencing barriers to stability and self-reliance. Using a wraparound approach, the program helps participants address urgent basic needs and workforce advancement, and connects them to additional resources and services to promote long-term stability.
How to Access the Anchor Program
The Anchor Program is referral-based. Depending on the type of support you need, here’s how to get started:
Basic Needs Assistance — Please reach out to Norwich Human Services to complete an intake and receive a referral. (860) 823-3778
Business or Entrepreneurship Assistance — Contact us directly at peace@globalcitynorwich.com.
